So, I was looking at something called "The Thunder Jacket" or something like that,and its supposed to help dog anxiety.
Whats the point in mentioning this?
Well, it said something about dogs constantly barking when you aren't home.
Actually, I think this is way off of what I was trying to explain.
Anyways, Hutch is affraid he's going to be abandoned, and that sparked an anxiety attack.
I guess...
He needs a thunder jacket.

New Neighborhoods take players away from existing RP's.
An right now, the push is to regenerate the player base of existing RP's.
So it is unlikely the Mods will approve a new neighborhood at this time.
