You're mixing up Fox and Karishad. Kari would totally do that.
Is it just me or does Bino look a tad bit.. chubby in the first panel?
I couldn't help but make a bit of a "squee" noise at how adorable Fox looks- also, I think they're reacting that way due to the fact Fox is a K-9 Unit now... Or because Fox is there to stop the speech.
Also, I think Bino knows someone's behind him judging by how his hands are in the last panel.

This kind of reminded me of Daffy Duck and Bugs Bunny, with Fox merely having to show up to get an applause and Bino being too egomaniacal to notice right away.
I hope Bino doesn't have Bruno try to throw Fox and Mungo out... or she might end up like Boris.
As for the Bino double, it could still be Joey since everyone in the crowd was painted in the same brown shadowing, removing any real identifying markings and colouring.
