the real solution is simple. Show him every samurai movie and TV show ever made until he thinks he comes from Samurai blood. samurai have that whole set of rules they live by, so He wouldn't cause much trouble, maybe just carrying a sword around. and attacking people who invoke the wrath of the samurai, but that wouldn't be innocent people.

For anyone who doesn't know Samurai Pizza Cats is in fact getting a DVD release, two of them one for the Dub that everyone watched in America and one in Japaneses with Subs.

Also, it's good that we forgot about that voice. It means that the author has kept us entertained with so many other subplots, while things were ready to develop, mainplot-wise, at the right moment.
