This pokemon is like 98% of what you catch with the good rod in the ORIGINAL red and blue gameboy games.
Not to mention it ticks you off to high heavens whenever you get it on Super Smash Bros.

As blue as the diamond in the sky, as powerful as space itself, it causes time to go fast or slow. Its Pink friend is a foe, yet is required to keep the universe alive. Who is that pokemon?

Dialga, the above is goldeen as it uses splash. (not sure if it increases trip rate in smash bros or does nothing...)

The answer is actually Goldeen.
You're right that Magikarp can't do much of anything, and I think that the SS Bros. team meant to put Magikarp in the game instead.
BUT it's the old rod that only catches Magikarp in the first games.
The Good Rod catches mainly goldeen, but you can also get staryus, horseas, and other mid-level water types.
(I know more about the old games than the new; WHAT IS WRONG WITH ME!?!?!?)

I think it's Feebas, because you need to find that DeepSeaScale to evolve it into Milotic. Feebas is rather plain looking, but Milotic is beautiful... I think.
