Maybe "briefcase-guy" is the lawyer he calls in for minor problems and this guy is the one he keeps on retainer for serious stuff.

Keene has an entire law firm on retainer; Mr. London is a partner's nephew or something, the sort of clumsy, klutzy guy who gets detailed to look after the wolves while the other attorneys deal with important things.

Keene looks like he ain't afraid to flaunt it in that last panel.
