More than likely, he's was just a one-off character, built just for a story arc, with a slim chance of reappearing. Though I do think Rick will have plans for him in the future.

Rick is not one to introduce a character and use it as a one-off

King was absent since August I believe until January, and Tarot's been gone longer than that*- and these are established characters. With only 3 strips a week and a cast as big as Housepets has, certain characters will fall under the radar for a while because there's just no room for them.

*I forgot about her appearance in October as I was writing this, but that was pretty minor regardless

Res will come back, but with the large cast that Housepets has, it'll be a while. Like what CaptainPea said, it was October since we last saw Tarot, and she's Peanut's girlfriend.
