I've never had the impression that Jessica is all that worried about predetors. I think she would see an unfortunate encounter with a bobcat or a wolf as a fact of life. But she has shown herself to be fearful of the police and/or animal control. I suspect the storm shutters that slammed down are a Karishad upgrade that Jess might not even have known about.
There has been something about Fox in this strip that's... well, not bugged me but had me wondering. His arms crossed stance and his sarcastic comment, are those directed at Jess or Fido? On one hand, he's clearly frustrated at what he probably saw as a predictable outcome dealing with her, but on the other the few interactions with Fox and Fido have seemed go be less than friendly since his relationship with Sabrina was outed. He laid it out to her, but has he ever with him?

The top predators left the area to join the ECP, remember.
The only timeframe that would work is if they waited to install that until after Real Stories of the K9PD, but before Call o' th' Wild. Maybe the security system is in response to Fox and Mungo.

When you put it like that I can't blame Steward for wanting to do anything he can to escape that mad house even if it means manipulating a young impressionable teen squirrel.
I wonder if Jessica has a panic button she pushes that will lock everything down like that or if she is just that terrified of the police she boards up her house that fast? XD
