Not quite. his job was to watch over the game and make sure they stayed within the rules (without blowing up the planet). They were the ones manipulating everything and everyone to achieve their ends.. Actually, right now he's only seeing the bigger picture. He's explaining why he can't just make everything easy. Everyone else is telling him to fix the thing that's going wrong right now.

This is VERY Specific. If he said He was gonna keep everyone as is for now, then i wouldn't have an issue. however, everyone is pointing out that isn't what he was gonna do. Unless Bahamut decides to let them handle it themselves out of fear of divine intervention or some mess.
