Marion may have foreshadowed with his comment about how much damage a camel can do with spit. Considering Thomas was talking about convoluted and expensive, the budget is probably money allocated towards finding ways to reduce the amount of chocolate pudding in the estate. A chocolate pudding abatement, or a budget for such, seems contrary to anyone's suggestion that it's related to the ferrets' habit of filling swimming pools with gelatinous food so I'm confused by the terminology

Plus Keene’s not an idiot, he’d know that randomly changing people into animals would be a bad idea for a number of reasons. I also want to reiterate how suspicious that second sentence of the second panel is. That’s something you say when the rusty gears in your head start spinning and an idea begins to form. If King was there he would say, “Could you maybe sound a bit less ominous.”
