No matter how tempting it may be, as a DM I can't both present a problem and solve it.
Every time a DMPC or NPC fixes something a payer couldn't i'm diminishing and undermining that player's contribution.

Why are they soaking wet!?

I was about to ask what the "Mental Check" means... I think now I know.

Let's pick Echo next. Is he still sleeping and wakes up now or what? I somehow expect that we have to chose if he wakes up or continues to sleep... ^^

I'm starting to wonder why they are soaking wet. Bravo and Echo's facial expressions aren't promising either

So Charlie left through the window. I want to say 2, get a better grasp of the situation.

So, paying attention to the text from when we first started as Charlie and Echo's text here, it sounds like all of these events are in fact flashbacks, not currently present time events.

The smart option from the audience's point of view would be option two. However, if I were woken up by it suddenly getting cold and wet without knowledge of what had just happened (because, of course, I was asleep), I'd check the window.

Option one.

My first thought was that the pups had been abandoned, Aristocats style. But yeah, an open window would explain the rain too. Can I just say how adorable Echo looks curled up in that blanket? =3

You check to see if Bravo or Charlie have noticed the strange occurrence. Bravo, like usual, is out like a light. He's such a heavy sleeper.

Charlie on the other hand... isn't in his bed? Maybe he had to use the bathroom? Hopefully he's not trying to confront Mom and Dad, he took the news pretty hard. Not that you don't trust him, but you should really check on him and see if he's okay.

But where to look?
1) Check the window.
2) Check the hallway.
3) Check the table.
4) Wake up Bravo.
5) Listen.
6) Put on collar.
7) Go back to bed, he's probably fine...

Seems like a unanimous vote... However, since he JUST suspected that he had gone to the bathroom: wouldn't it make sense that he checks the bathroom first?

You have a point, but he was also woken up by the rain, so it would make sense to check where that was coming from first if he doesn't think there is any immediate need to look for his brother yet. When he sees it open, he will connect the dots.
