That was likely an assumption on Breel's part. It's still possible that he's not dead. According to a previous arc, there are at least two Heavens. Remember when King was trying to decide if he should become human again? A statement was made to him: "Though animal Heaven is more lenient than human Heaven..." So we can assume there are at least two Heavens in the Housepets! universe. I would guess that there are probably more, but the only thing I have to go on is a lack of evidence. (I don't recall seeing any reptilians in the Heaven we've seen so far. Well, I'm still in denial and holding on to my delusion that Breel is just a really good friend and their relationship is platonic, if that makes you feel any better.
