They are because strip loyalty is so much smaller. If a webcomic starts to suck, it loses readers. If a newspaper comic starts to suck, who cares? People expect it in the newspaper and will be mad if it leaves. So newspaper comics encourage stagnation, whereas webcomics discourage it.
