Usually when it comes to guests that lurk on the forum, they probably are bots and when they come around, a lot of random stuff can happen like that date that showed up or having dozens of guests viewing the forums. It usually doesn't mean anything or cause any issues.

for the record, clocks on computers are programmed to calculate the date based on how long its been since January 1 1970, so when something goes wrong and that number says 0, Dec 31 1969 is displayed. happens all the time.

They chose that date because that was the date they decided right? It was unveiled on January 1st, 1970?

That's the point. The epoch is arbitrary, but it was chosen to be what it is so It wouldn't be too far into the past, but it would be before any computers using it would have existed. Some things I noticed about the post were the original message looks normal although it doesn't appear to be indexed for search functions and in Announcements & Feedback there is another group of similar posts.
