Not exactly in my point of view. Tarot can know everything she want until she have precise information on a certain person. Same for the dragon. If this information is missing they have a distorted vision of the future, all the conseguences of Spike's presence in Babylon are like white holes.

Primo's bubble in the third panel is really confusing grammatically. Might need a fix... maybe change it to "How should I know?"

You can take the "THE" out of Spike's bubble in the last panel too. unnecessary.

and I kind of read Primo's bubble as meaning he knows, but doesn't want to tell, so something more like "I don't think I should tell you"

Perhaps. It could go either way really. By his expression, I thought he meant that he didn't know himself....

Looks good! But Spike's line, although very correct and understandable, just seems incomplete. We have an expression here, an empty threat, if you will, that might work well. "You will pay Dearly for this..." It is a match, but you can probably just keep it as it is. No worries either way.
