this is what I understood from the main OCC a few weeks back , so it could be wrong , but you could start your own RP chat if the mods approve of the idea , once you're allowed and have created a thread for that RP , then as the GM you can choose to approve or disapprove anyone who want to join , so if you want to only allow some people in then just do that and announce that you're no longer recruit .
of course you have to be approved first
