Hahaha while we're on the topic of plagiarism, two comics from arc 8 were complete ripoffs of Calvin & Hobbes, verbatim. In fact, even one of the titles was a copy of a Calvin & Hobbes title (Scientific Progress Goes Zonk) I'm sure Bill Waterson wouldn't mind, but still, that kinda bugged me

On the original topic, I think that if Sims is indeed referencing this Housepets!, then it is not plagiarism. Aside from the premise of using house pets as comic material - which is by no means an idea unique to Rick - there is no explicit or implicit reference to Rick's comic. The name itself is rather public domain, and it is no longer uncommon to see cats and dogs sharing close-quarters living space. There is simply not enough material referenced to consider it as plagiarism. If it is a reference, then it is a very vague one. But for the reasons stated above, I think that is unlikely.
But, to reply to Anthro, you're partly right: there is no truly original work. Everything is based off of experience at some level, and is thereby unoriginal in its basis. When referring to fiction, however, I think the definition of 'original' is tentative at least. Yes, original means having material not based on pre-existing material, yet many 'original' stories are by this definition unoriginal. For example, we consider Rowling's work to be spectacularly original, yet it was based off of many pre-existing ideas of magic, logic, school systems, and other information that Rowling garnered from other texts. While I have no proof of this, I wouldn't be surprised if she read stories about magic as a child, and used some of the ideas as illustrated by these stories to shape her own.
In this way, I think a more fitting definition for 'original' is to create an innovative work, regardless of whether it is from scratch or if it has a distant basis to another text. Blatant references are out of the question - I can say my storyline for Rock 'n' Ride is original, but because it takes place in the Biker Mice From Mars universe, it is not actually original.
