Likely. Steward made a phone call to someone after Keene left in a Huff. By this time, Pete and Draggy would be too young to be a threat... Not that they'd want to be, and Thomas Milton would either be starting his own company (If he's got the sense to do so) and having nothing to do with Celia Milton if he's smart, so he's a possible threat, only that he's not working with Celia.

It seems that whoever Steward is working for is a threat to the Rights of many an Anthro... And it seems that whoever they are, Steward knows the person well enough, since he said that he'd hold to let the person manically laugh. However, I suspect that Keene's not just looking for money... He's looking for Mana stone too.

You know, those Mana Blocks like the ones Karishad nicked and Tarot used to travel through time. I suspect that the reason Steward antagonised Keene was because his boss wants to know more about Mana, since after Temple Crashers, we can see Keene giving the Mana Block to a researcher, likely to figure out how to synthesize it to make more like it or figure out how to use it either for Civilian or Military use. Knowing this, it's likely that some research notes may have been left behind and salvaged.

Which also means that the PETA Bloke that attempted to assassinate Keene and Hypnotized Sasha was likely hired by whoever this person is and likely by the latter not showing who they were or what they sounded like, a good means of covering their tracks. It's likely that Keene not dying just meant the Ferret was still of some use, maybe as a Means of Gathering Mana unknowingly to figure out how it actually works, since Karishad would have likely doomed the original Research project halfway through when he stole the Mana Stone.
