I don't think there was a driver. The car was pushed down a steep hill and off a pier, pushed by a cigar smoking dog who likes the Model T.

There must have been a driver at some point. Either he got out first - but why lock the door - or there's something nasty for Fox and the Adorable Hulk to find.

As to why lock the door, it could easily have been done via remote once the driver had left the car and it could have been an attempt to make it harder for Keene to escape the car since he couldn't open the door immediately.
So unless the driver is still in the seat, which I don't think Rick is the type to do, I'd say it's more evidence that this wasn't an accident.

The fact that the driver door was locked, and surely all the other doors are too, it's probably done on purpose by the driver, who left the car a while before...
