I think he's just crossing his arm over his chest guys, you see that little circle to his right? Looks like his right hand to me. Like his arm is in a V shape rather than a slightly more horizontal \ shape which would suggest being pulled.

My first was weird. I was daydreaming I guess and imagined a tornado or some kinda weird wind thingy, then thinking it was real went screaming to my mother about it. :V To this day when I think about it I see it kindasorta the same way I did there so it still reminds me of a weird wind thing.

I was about to point out that there are no planes during the time period being imaginated, but then I remembered Spot (Superdog) is from a pretty modern looking time period, so my point is moot. :C
