I think that Spookmaster's probably just Tarot. Sabrina is her apprentice, which would make her the "master," and she does seem to enjoy scaring people.

Somehow I can't imagine Peanut in a position of power. He'd be focused for about five minutes, and then his eigth-year-old attention span would kick in (And our next order of business is...Hey look, a ball!).
