Something imported from RV, along with the Rangers. Esper will have to rule if it is in use here.

Yes, there special pet license tags, that animal control issues, that denotes threat level.
Usually at the order of the Pet court.

Custom pet tags: will have the color code on the back, bottom, or on the border of the custom tag.

Normal pet tags are green, or have a green border: Denoting that there not aggressive, and have been behaving themselves.

Yellow tagged pets: Have had some kind of run-in with animal control. Are troublemakers, or have shown aggressive behaviors. Owners are supposed to keep a closer eye on there pets. Animal control doubles the fines, when they have to take in a yellow tagged pet.

Red tagged pets: Are concerted aggressive, an quite possibly dangerous. Owners are to keep a very close watch on these pets. Possibility having to use muzzles, shock collars, an/or keeping them restrained or leashed at all times. Fines are quadrupled. An a red tagged pet might get euthanized, instead of returned to their owner, if there picked-up by Animal control.

A green tag with a red border:Is worn by Police dogs, or guard/protection animals. It is what they call their "right to bite" license.

That might cause some confusion with Flynn's tag since it's a green centipede mushroom with a red border. Flynn has a right to bite!

I still can't see where Keeshah mentioned those in game though. *buys new glasses*

Officer Friday gave Kandi a red tag for Senka.
When she complained about that, he told her it was that, or send her back into the woods.

Kandi is going to have to go before a pet court judge, an get the threat level reduced.
Once Senka gets known about town, an there are no incidents. >.<

There are online tools that can make them too. I did that with mine. Just google "online gif maker" or something like that. The controls are quite basic and you probably, in fact, you definitely don't get the level of control you'd get with photoshop but you can still get something functional and stylish. All you do is put a series of images into the tool and tell it how fast you want it to play and then click" create" or "make" or "go" or whatever the button is on that particular tool. You can also control the size of the gif on some of the tools.
