With Wikifur backing Housepets! it is looking good for this comic in the 2009 URSA Major Awards.
I'll recommend Housepets! again once the 2009 awards are given out, but I don't know if previous finalists/winners can be included.

So far as I know, there's no restriction on being nominated in consecutive years, whether you win or not. Housepets was also nominated for best comic in 2008, although it didn't win.
