You would have to ask Brittles, who has been gone for a year or 2 now..
but being a restaurant, it should have battery powered, emergency lights that will come on when the power goes out. there not very bright, but enough that you don't trip over stuff an can see to get out of the building.

Having never been a player here, I cannot say for sure, but after a bit of thought, I do believe this was mentioned. You should probably go with the idea that it's not running right now, as manually-operated backup-generators don't start automatically. (because they are manually-operated, duh)
