Another Doctor Who. This time it's BATTLEFIELD, where Sylvester McCoy's Doctor faces Queen Morgaine. It's in the very near future and she has a nuclear missile. The timer's counting down too...

Doctor:- ‘All over the world, fools are poised; ready to let death fly – A spark could turn into an inferno.’

Morgaine: What do I care? This is war!

Doctor: IS it? Death falling from the sky. Blind, random, anywhere, anytime. No one is safe. No one is innocent? Machines of death, Morgaine, screaming from above, of light, brighter than the sun! Not a war between armies nor a war between nations, but just death, death gone mad!
A child looks up into the sky, his eyes turn to cinders. No more tears, only ashes. Is this honour? Is this war? Are these the weapons you would use?? TELL ME!

Morgaine <hesitantly> No…

Doctor: Then end the madness!

A couple from Doctor Who, showing the relationship between the Doctor and Davros...

"You are afflicted with a conscience!" Davros to the (4th) Doctor - Genesis of the Daleks.

And, in later years, when Davros threatens Earth...
Davros:- We will become all...
Doctor 7(interrupting) ...Powerful! Crush the lesser races! Conquer the galaxy! Unimaginable power! Unlimited Rice Pudding! Etcetera, Etcetera!
Davros: Do [not] provoke me! I can destroy this miserable planet!
Doctor 7: Oh wonderful! What power, what brilliance! You can wipe out the odd civilisation, enslave the occasional culture, but it still won't detract from the basic, fundamental truth of your own impotence! " - Remembrance of the Daleks

That one can actually be traced back to 1882, was used by W. C. Fields in a film in 1934, and Churchill's alleged use of it wasn't until 1946.
