We're encouraged to be collaborative in the creation of the world we inhabit, so you can come up with some reasonable things that you think your character would need. I'm assuming there may be some abandoned houses on the abandoned street, unless it was abandoned in the sense that they didn't build any houses or buildings on it after constructing the street...which doesn't make a lot of sense from a civil engineer's point of view.

Abandoned Street: used to be a private road named 'Harbor View', ending in a small luxury block. It was built by the owners of the land on which now is built Seabreeze Harbor. It also used to have its own private beach with a pathway that now is covered by vegetation.
Alas, the houses were not built according to standards, and with time the salty sea air eroded the walls, and the plumbing started leaking. Deciding it was too expensive to rebuild or completely renew the buildings, the families left Harbor View after a harsh legal battle. Today, the glory of Harbor View is visible in what's left inside the empty houses, while the kudzu has already covered two of the houses, turning them into surreal green sculptures, and the roots of the trees are creaking the untended asphalt...
The only building standing is the old Portsmouth Regia, a three-stores granite villa, built by the richest fishermen family in Seabreeze Harbor. That family was also the major stockholder for the building of Harbor View, and they were left ruined by the legal battle. They left the Regia as it is, with all the furniture and the decorations, as if waiting to return, one day...
For now, Abandoned Street is just the right place to play scary adventures. It's one big, spooky place kids and pets love...and parents are afraid of.
Someone say it is actually a whole haunted road, but then again so many rumors are told about that place...

OK, this is the first thing that came to mind. Hope it is of your liking.

- Personality -
Hubert is a wise spirit, kindred, who only wants to be sure that the inhabitants of the territory he protects are at safe. Yet, he won’t interfere with fate’s design, as he knows that life is something transitory, a whisper in existence. He cares most for the souls inside the bodies rather than the bodies themselves…and from time to time, Hubert likes to play tricks at the expenses of the living if he feels like to. He has shown a particular attention for Janus, on whose ‘dark side’ has a somewhat calming influence.

- Appearance -
Hubert appears – that is, whenever he wants to appear to people – as a 80 cm long dragon composed of blue ‘ethereal light’, with bright yellow eyes, slender, with smooth skin and a crest of fur running from his forehead to his tail.

- Backstory -
Hubert spent his life and beyond that to protect the place that would become Seabreeze Harbor since the ancient native tribes were inhabiting it. He carried off his duty even when the natives left the space to the white man. Hubert made a deal to protect the new house installments, but he saw the corruption in the hearts of these new people and let the elements claim Harbor View. Since then, he has lived inside a skull, in a small cave close to the former private beach. His sleep has been interrupted by the coming of Janus, whose presence intrigues him. Since then, he accompanies the half-wolf, invisible to the others.

- Strengths&Weaknesses -
S – Knowledge, telekinesis, illusionist, immunity from any physical harm
W – At daytime, Hubert must go back into the skull and can’t leave until the sun has set.

- Other Notes -
Hubert displays a vast knowledge, and often likes to pride in it. He can possess people, though rarely recourses to it as he feels it as a violation of their most intimate nature. He can project illusions, that will be as lasting and convincing as the target's willpower is weak. He can telekinetically influence objects like a poltergeist does, but nothing heavier than a 110 pounds-mass, distributed in a single objects or throughout different smaller objects. The skull he resides into now stays at Lagrange House. Hubert still can talk through it, though.

Heh, sorry....

In the story of Peter Pan, the words "thimble" and "kiss" are used to mean what the other word means. So when Wendy uses the word "thimble", she means "kiss", and when she uses the word "kiss", she means "thimble".

I'm all for Hubert *snrk* the dragon, for a character as described on the character sheet; but some of his 'abilities' may be beyond the allowable scope for PF character design and I believe there are minimum values for all SPECIAL stats. It might be a bit difficult to weasel your way out of those rules. That's not to say, it couldn't still work if it needs tweaking.
