I presume it's a reference to Jon Arbuckle, the owner of Garfield, since Tiger is a homage of Garfield (at least in my eyes).

Jon's last name is Arbuckle it has the word buckle in it and Tiger's owner's name is Arbelt it has the word belt in it its a play on Arbuckle. I hope that explains it to you.
