The one problem you may have in scripting is defining borders- most of the work on these panels is spent on editing out dialogue balloons that "invade" across the gutter so that they can be randomized so they aren't ugly. Then I discard any panels that can't fit all their dialogue within a certain margin.
Also, you'd have to keep it from trying to cut up single panel strips or stuff like the Valentines cards that don't use the same format.
But yeah, if you can figure it out go ahead
