I would say that's to obvious and therefore its Max, but Max doesn't have a reason to actually interrupt the Wedding. Also Fido is in the tags so it can only be him

My guess, Jata bumps Sabrina in the pool and Fido goes to save her. The press (or, rather, the tabloid portion) gets a photo of Fido performing CPR and works the title to make it look like he's making out with Sabrina.

The one in the background looks to have an eyepatch, and is the only one that would have gotten the tag 'K-9 Unit'.

Oooh well, Sabrina does look nice in that wedding dress especially with the big ankh in place! Maybe Max (buffed up version) will make his appearance next to Fido and Kevin!

Let´s assume that Fido is the one trying to stop the wedding.

Now, Keene would obviously want proceed with the wedding, so he shouts for security. Now the wolves as the security will want to get him out of the ceremony, but his friends of the K9 Unit will defend him, because you know, he is a very important part of the Unit and everyone there likes him.

If this happens, just think what would come next: K9 Unit vs Wolves

Yup, I'll keep loyal to my previous theory that all of this was settle with the only purpose to unite Fido and Sabrina and let their love to be public once and for all. And Ralph looks suspicious again. As I said before, I think he is one of the master minds behind this, altogether with Tarot who "predicted" the "almost drowning" prophesy and maybe Peanut too, who was oddly too cool and not interested at all in what was happening. And after seeing what Spo has said, I think he is also involved in this plan.
