I must admit to some confusion.
Are we supposed to know what the fine is for as of now, or will that be cleared up later. I haven't figured it out yet. :?

Yes very much so, I just wonder what job can a one armed wolf do? I mean I would assume he has no formal education that any employers would be looking for and the lack of one arm will limit him even more. Maybe we will find out about Pet specific jobs in this arc if there are any.

can't believe you can lose that much for collecting more than you should

To answer a couple of people's questions without being too gross: "Holding it like a den mother" - holding it away from himself to keep Jack's "mark" from dripping on him.

As for the in-law comment... well, there is wolf law, and I can see where Jack's breaking it...

Could be an alternator or a distributor cap or some other small engine part.

PS (after re-reading my previous message): Never paid much attention to Kipling's poetry before, but some of that is the most Pete-cursed doggerel: rhyming "afar" and "war", or "home" and "come"? Anyway, the "Council" sure sent poor Jack a "message".

Not that differently. Kipling's notorious for awful rhymes. I'd read a number of scathing criticisms of his poetastry in the past, but thought it was merely critics being critics... but by Nagini's tail those are some horrid pairings.
