there have been at least 3 in-comic Christmases since that arc, so at least 3 years have passed.

He did try to smother Fox. So I guess his punishment would be much worse than what Joel would have gotten if he didn't escape.

Most likely, but considering that Steve would probably fall victim to PETA if they had a presence in Babylon Falls we have an excuse |D

and for those wondering why, let's note that these guys think that pets who show clear love towards their owners are traumatized by the nonexistent horrors of normal pet ownership. God knows what assumptions they would have made about the reasoning behind Steve's state of mind.
