Mistress doesn't usually imply a couple, more of a servile role, so I say he's working for her or her family.

So far it's looking to be dogs only. Not to say Cats aren't Loyal, but whenever Loyalty is brought up, it's usually the strongest subject of Dogs. Cats usually go for the Trust.
