If you mean Terrence (the one in the last panel looking up at the boat), no he’s not directly underneath it, but further in the panel background. Look at the guy standing with him, they’re both too small to be as close to the webcomic’s audience as the boat.
I’ll blame it on selective memory. After all, I live in a country that’s had kings with names such as Andrianampoinimerina (formerly Imboasalama) or *chokes* Andriatsimitoviaminandriandehibe.

Coupled with that history course, the relatively easy acceptance of psychic powers, known haunts, the lack of apparent upset over Pete’s disappearing house, the lack of human interest in Tarot and Sabrina, and other factors… I begin to wonder whether or not “finding a good magician” in the Housepets universe is a bit like “Finding a skilled engineer” – uncommon in the population and expensive to hire, but available and reasonably well-known.
Maybe King actually has good reason to worry about the police finding him on the lam as a dog, believing in the situation, and re-arresting him.
Actually I think I am going with the explanation that magic remains rare because it tends to be quite finicky and selective, instead of being broadly-applicable. Most “mainstream” application of it is limited to psychic powers, which I am sorry to say to almost everyone who has tried to make a joke of it, only moves at the speed of light.
Hm… Presuming that non-humans tend to be poor at considering “consequences”, we can neatly tie up their drop in status; the industrial revolution maimed human workers at a great rate while eliminating many jobs that didn’t require working with clunky, dangerous, machinery. Animal workers would have needed replacing so often that they wouldn’t even be worth training. Thus animals would slowly drop from “near equals” to “dependents”, and – with no prospect of growing out of that, and in a period when children were widely treated as property – to property in general.
Magic, being less generally useful, would be supplanted by reliable engineering, but remain a part of the general consciousness – and an occasional hobby for both humans and pets, producing a fairly modern world with occasional weirdness that no one pays all that much attention to.
Of course now that most machinery includes all kinds of fail-safes, and office jobs are coming to dominate, the time is ripe for animal rights movements to start taking them out of the “property” category again.
Well, I suspect that for most it falls under “discussion of the setting”.
Now, if you happen to actually physically live in or visit the Housepets setting and/or are capable of substantially influencing events there, I suppose it could be regarded as political. That might deprive the Housepets ASPCA of it’s “charitable organization” status though.

Actually, honestly, full sized dogs (especially powerful ones like Dobermans and German Shepards) would have quite a good chance, even with stronger people. In this case, I doubt those guys would last a few seconds.
Well, that is presuming that the bipedal animals in the Housepets universe haven’t made many of the same biophysical compromises that humans have. The few strength comparisons we’ve seen – such as during the visit to the vets – haven’t exactly been encouraging.

He initially says his cohorts would be willing to go along with him in throwing the doggies outta the boat. Then he backpedals (understandably, since at least one of them seems to have reservations about harming the K-9 Unit members).
I did notice that as well. I suppose that Fido is really not important to the plot of the arc at this point, other than him just being there. I am sure we will get some peeps out of him by the end of this.
To be honest, Ralph and Kevin to not get much time on the comic, so this is a much needed arc featuring them. I honestly forgot about them a little bit lately, before this arc of course.
Speaking of time on the comic, it looks like we are in for a lot of of Terrance coming up here =D
